Water Treatment Facility
Welcome to the City of Elizabeth City Water Treatment Facility. The staff at the plant is committed to providing our community with safe drinking water that is free of toxic substances and disease causing organisms.
Our plant was originally constructed in 1926 with a design capacity to treat five million gallons of water daily. The current average daily treatment is 2.4 million gallons. We serve a total of 7,633 customers with the average household using 150 gallons of water per day. Our source water consists of eleven groundwater wells that are capable of pumping 3.5 million gallons a day.
The plant operates 24 hours a day, 365 days a year with a staff consisting of a chief operator, lab technician and five certified duty operators.
Mission / Vision Statement
The mission of the Elizabeth City Water Treatment Facility is to collect, provide proper treatment for, and distribute water in a reasonable and responsible means so as to provide adequate potable water to meet the consumer demand and provide sufficient pressure to insure fire protection within the distribution system. Management will continually strive in a prudent and responsible manner to provide this service at the lowest practical cost to the citizens of Elizabeth City.
Proper treatment and distribution is that which meets or exceeds the minimum requirements established by the United States Environmental Protection Agency and the North Carolina Department of Environment and Natural Resources.
The lowest practical level of cost to the customer is the level of funding that permits the water treatment facility to properly treat our raw water supply and protect the existing investment in our facilities and natural resources.
A reasonable and responsible manner of accomplishing this mission includes providing a safe and pleasant working environment for our staff, treating the citizens of Elizabeth City in a courteous and respectful manner, and providing the Department Head, Manager, and City Council members with factual and relevant information with which they can use to make informed decisions.
