PARK RENTAL RULES & REGULATIONS
GENERAL RENTAL GUIDELINES
• Elizabeth City-Pasquotank County Parks & Recreation will only conduct business with the person whose name is outlined in the rental application. A co-applicant can be added to an individual’s account if necessary. This will allow the applicant to conduct business in the absence of the applicant. However, the co-applicant will be held to the same standards and guidelines as the renter/ applicant.
• A person must be at least 18 years of age to rent a park and must have a state issued identification (e.g., Driver’s License, State ID Card, Military ID, Passport, etc.).
• Reservations are accepted on a first-come, first-served basis and are subject to space availability.
• Reservations must be made at least 30 days in advance and may be booked up to 12 months ahead.
• Rental times include setup and cleanup. It is recommended that you allow enough time within your rental period for both setting up and cleaning up. Access to the park will not be granted prior to the designated start time, and all cleanup must be completed, and the premises vacated by the end of the scheduled rental time. For example, if rental is reserved from 4:00 PM to 8:00 PM, setup may begin no earlier than 4:00 PM, and the facility must be fully cleaned and vacated by 8:00 PM.
• ECPC Parks and Recreation staff are not representatives of the renter or their event and will not serve in a supervisory or monitoring capacity. Staff are not responsible for tracking attendance, monitoring guest entry or exit, or enforcing event-specific rules. A person under the age of 18 must be accompanied by an adult at all times. It is the sole responsibility of the renter to manage their guests and ensure compliance with all park policies during the rental period.
• Please note potential natural events cannot be prevented during park rentals such as bugs, pollution, deforestation, habitat destruction, vandalism, and climate change
• No driving or parking on the grass at anytime.
• Park rentals do not include general parking. The parking lot is not reserved with the rental and is open to the public.
• Restrooms will be cleaned prior to the expected time of arrival.
• Abide by park hours and rules; please exit the park before its closing.
• Please clean the park area; ensure all trash is thrown away and picked up from off of the grounds. All trash must be thrown into the onsite dumpsters
PAYMENT AND CANCELLATION POLICY
• A non-refundable deposit of $50.00 is required at the time of the booking. Rental dates will not be held until the deposit is paid. A $25 out-of-county fee must be paid along with deposit per rental.

FACILITY RENTAL RULES & REGULATIONS
RENTAL HOURS
Facilities will not be rented during holidays, holiday weekends, or during city-wide closures.
• Monday–Thursday: 9:00 AM- 8:00 PM
• Friday: 8:00 AM- 6:00 PM AFTER-HOUR RENTALS
• After-hour rentals are available during the following timeframes:
o Friday: 6:00 PM-10:00 PM
o Saturday: 9:00 AM- 10:00 PM

• Tables and chairs are provided. However, ECPC Parks and Recreation staff do not provide set-up services.

• The full rental balance is due 30 days prior to the event. Cancellations made within 30 days of the event will not receive a refund of rental fees.
• Refunds and reschedules are permissible due to inclement weather. However, ECPC Parks & Recreation must be notified at least 24 hours in advance of all intended cancellations prior to the expected rental date. The renter may utilize the ECPC Parks & Recreation rental afterhours number at 252-457-7796.
FACILITY USE TERMS
• The Parks and Recreation Department reserves the right to cancel any reservation at its discretion.
• In case of cancellation by the department due to natural disasters, city emergencies, or emergency repairs, a full refund will be issued, and notice will be provided as early as possible.
• The department is not responsible for personal property or equipment brought to or left at the facility.
• The person signing the rental contract will be held financially responsible for any damages caused or for any unclean conditions that the park is left in. Any damage and uncleanness of the facility may result in a renter not being able to rent from any of ECPC Parks and Recreation facilities in the future.
DECORATIONS
• Decorations are permitted but must be removed at the end of the event.
• No decorations may be attached to walls, ceilings, floors, or any part of the facility without prior approval from ECPC Parks and Recreation staff.
INFLATABLES
• Use of inflatables must be indicated on the rental application. Proof of liability insurance is required and must be turned in within 48 hours of the rental date.
• Inflatables cannot be staked to the ground.
• Water inflatables are not allowed at parks
PROHIBITED ITEMS AND ACTIVITIES
• Smoking is strictly prohibited in or around both the Knobbs Creek Recreation Center and the Downtown Community Center. Possession or consumption of marijuana is unlawful and subject to enforcement by local law enforcement.
• Alcoholic beverages are not permitted. Possession or consumption of alcohol ( e.g., beer, wine, or any type of alcoholic beverages) is unlawful and subject to enforcement by local law enforcement.
• Glass drinking containers are not allowed at any rental location.
• Firearms and weapons of any kind are not allowed on the premises.
• Monies may not be raised or collected during park rentals. If the renter intends to raise or collect money during an event, they must undergo the special events process.
KITCHEN USE
• A warming kitchen is included with Clubroom rentals. The renter may have access to the stove, microwave, & refrigerator.
• The kitchen may be used to warm pre-prepared food only; cooking from scratch is not permitted.
• Please clean the kitchen area after each use and ensure all trash is thrown away. All trash must be dumped in the outside dumpster onsite.
GRILLS
• Fires must be limited to the grills provided or grills brought to the park by groups, clubs, or individuals. Open fires and fire pits are unlawful. Charcoal must not be dumped on grass. SELLING FOOD
• A copy of the approved Environmental Health Form must be given to be turned into ECPC Parks & Recreation at least one week prior to the selling event of food.
PLAYGROUNDS & SPLASH PADS
• Playgrounds and splash pads at rental locations remain open to the public and are not included in the rental.
- The completed rental contract and all rental fees must be submitted to reserve space.
- Both setup and breakdown time must be included in the rental. Factor this in when determining the length of your rental.
- Warming kitchen is available. Food may be warmed but not made from scratch in the kitchen.
- There is an additional fee of $25 per hour for any rentals that occur outside of operating hours.
- $30 per rental charge for out of city/county residents.
