Water Street Transformation
Bids for the construction of the Project will be received at the City Hall Council Chambers, second floor, located at 306 East Colonial Avenue, Elizabeth City, NC, until 2:00 p.m. local time on December 12, 2024, at which time the bids received will be publicly opened and read.
Complete bidding documents may be reviewed online through the City’s website under "News and Announcements" at https://elizabethcitync.gov, through the NC Electric Vendor Portal (eVP) at https://evp.nc.gov, and Accent Imaging at 8121 Brownleigh Drive, Raleigh, NC 27617, (919)782-3332, or https://accentimaging.com. Hard copies are available for a fee from Accent Imaging. These websites will be updated periodically with addenda and other information relevant to submitting a Bid for the Project. Neither the Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than these websites. The Project spans Water Street from the intersections of Ehringhaus to Main Streets. The Project elements include demolition, removal, and replacement of existing, deteriorated sidewalk on both sides of Water Street between these intersections, with the southern terminus of the eastern sidewalk connecting to Waterfront Park. Replaced sidewalk should be the same width and height as current sidewalk, unless inadvisable due to settlement or other factors. The Project will also include the demo and installation of new sidewalk on a short section of Main street from Water Street to the electrical transformer located mid-way between Water Street and Moth Boat Park.
New sidewalk will include decorative brick-banding consistent in style with existing brickwork on Main Street. Project elements will entail installation of new streetlighting, electrical panels, and associated electrical infrastructure. New streetlights should be consistent/appropriate in style, spacing and luminosity with the downtown Main Street corridor.
The Project includes mobilization, demolition, undercut of existing subgrades, drainage structures, pavement repair, flatwork, pavers, curb and gutter, curb ramps, driveways, tree planters, traffic control, signage, streetlights, electrical, utility construction (if necessary), silt fence, lawn repair, and landscaping. The foregoing description shall not be construed as a complete description of all work required.
A non‐mandatory, virtual pre‐bid conference will be held at 2 p.m. local time on November 21, 2024. To join the conference, email jhawley@elizabethcitync.gov with the subject line “WSTP Pre-Bid Invitation” no later than November 19, 2024.
Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid.
