REQUEST FOR PROPOSALS (RFP)
Cemetery Mowing and Grounds Maintenance Services Three-Year Contract Term
The Elizabeth City Pasquotank County Parks and Recreation Department is soliciting sealed proposals from qualified and experienced contractors to provide cemetery mowing and grounds maintenance services for nine (9) City-owned cemeteries.
Contract Term: The contract will be for a three (3) year period, commencing July 1, 2026, and ending June 30, 2029, subject to City approval and execution of a formal agreement.
Scope of Services: Services shall include, but are not limited to: Routine mowing and trimming of cemetery grounds Edging around monuments, markers, fences, trees, and structures Removal of grass clippings and debris General grounds upkeep to maintain a respectful and well-groomed appearance A detailed scope of work and service specifications are provided in the full RFP document linked below.
Proposal Requirements: Proposals must include
- Bid amount per year, clearly stated for each year of the three-year contract term
- Total cost for the full three-year period
- Contractor qualifications and relevant experience
- Description of equipment and staffing
- Proof of required insurance and licenses
- References from similar projects
Proposal responses shall be placed in a sealed envelope clearly marked- Proposal-Cemetery Maintenance Attn: Stacy Williams, Director of Parks and Recreation 200 E Ward Street, Elizabeth City, NC 27909
Sealed proposals must be received on or before Thursday, February 12th at 5:00 p.m. It is the sole responsibility of the respondent to ensure that the Department has received the proposal on time. Sealed proposals will be opened on Friday, February 13th, 2026, at 10:00 a.m. in the Knobbs Creek Recreation Center Conference Room, located at 200 E Ward Street, Elizabeth City.
