Sealed bids for furnishing four (4) single-phase power transformers will be received on behalf of the City of Elizabeth City, North Carolina, on or before 2:00 pm local time on Thursday, December 18, 2025. Proposals will be publicly opened and read at the office of Progressive Engineering Consultants, Inc. located at 4700 Lebanon Road, Suite D1, Charlotte, North Carolina 28227. The Contract Documents may be examined at the following locations: City of Elizabeth City, Office of Electrical Director, Elizabeth City, North Carolina; Progressive Engineering Consultants, Inc., Charlotte, North Carolina. Copies of the Contract Documents may be obtained by contacting the office of Progressive Engineering Consultants, Inc., P.O. Box 690638, Charlotte, North Carolina, 28227, Telephone No. (704) 545-7327. A certified check or cashier’s check payable to the City of Elizabeth City or a satisfactory Bid Bond executed by a Corporate Surety licensed under the laws of North Carolina to execute such bonds in the amount equal to five (5) percent of the total proposal shall be submitted with each proposal. Proposals may not be withdrawn for ninety (90) days after the date of receipt.

The bid deposit shall be retained by the City of Elizabeth City if the successful bidder fails to execute the contract or fails to provide the required bonds, within ten (10) days after the award of the contract. The successful bidder shall be required to furnish a separate one hundred (100) percent Performance Bond on the forms included as part of the Contract Documents. The Performance Bond shall be in full force and effect for one (1) year after the date of final acceptance of the project by the City of Elizabeth City. Contract and Performance Bonds are not to be completed at the time of this proposal and are -included in order to advise the Bidder as to form.

The City of Elizabeth City reserves the right to reject any or all bid proposals and to accept any combination of proposals which are deemed to be in the best interest of the City.
