Banner Installation Permits
The City Manager issues permits for the installation of community event banners across certain City Streets. An application is available in the Electric Department section of this site (under City Departments). For more information, call 252-337-6864.
BANK DRAFTS
Customers can arrange for payment of utility bills by electronic bank drafts upon request to the Customer Service Department. FOR MORE INFORMATION call 252-338-3981.
Baseball
Baseball is offered for young men ages 13 – 18 years old from May through July. For more information, call Parks and Recreation at (252)335-1424.
Basketball Leagues
Several basketball leagues are offered during the winter months. These leagues include “Mite”, “Pee Wee”, “Midget Girls”, “Midget Boys”, “Junior Boys”, “Senior Boys”, “Men’s Open”, “30 and Over”, “40 and Over”, and “Summer Men’s League.” For more information call Parks and Recreation at (252) 335-1424.
Beer/Wine Licenses
The designated official to sign Form 001, as required by the North Carolina Alcoholic Beverage Control Board, is the Mayor of the City of Elizabeth City. Call 252-337-6855 to make an appointment with the Mayor.
Boating
The City of Elizabeth City has two areas for public boat launch: Dog Corner Park provides one ramp with access to Charles Creek/Pasquotank River and Waterfront Park provides two ramps accessing the Pasquotank River. Ample parking for boat trailers and cars is available. At the City’s Mariner’s Wharf Park, public boat slips are provided for the many sailing and motor vessels that visit the City. 48-hour complimentary dockage is provided as available.

The City of Elizabeth City has many boards and commissions that perform a wide variety of functions to the Elizabeth City Council. Citizens that serve on a board or commission are afforded a unique opportunity for civic involvement and public service. Board of Elections
The Pasquotank County Board of Elections has the responsibility of maintaining the voter registration roll, registering new voters and holding elections. For more information, call 252-335-1739 or visit the website at www.co.pasquotank.nc.us.
Budget
Information regarding the City of Elizabeth City’s budget may be obtained by calling the Finance Department at 252-337-6861. Copies of the budget are available for public inspection in the Office of the City Clerk, 306 E. Colonial Avenue and in the Pasquotank-Camden Public Library, 205 E. Main Street. The current budget ordinance may be found in the Finance/Customer Service area of this website.
Budget Billing
Customers can use budget billing to make equal monthly payments on the electric portion of their utility bill. Payments are based on the average of the previous 12 months’ usage at the service address. Arrangements for budget billing are made through the Customer Service Department. Building Inspections
The Inspections Department reviews new construction plans and provides on-site inspections of both residential and commercial buildings, as well as electrical, plumbing and heating installations. For more information call 252-337-6868.
