MAYOR
The City of Elizabeth City’s Mayor’s Office is located on the second floor of the H. Rick Gardner Municipal Administration Building, 306 E. Colonial Avenue. The Mayor is a member of the City Council and presides over Council meetings and serves as the Council’s official spokesperson. To reach the Mayor by phone, call 252-337-6955.

Minimum Housing Office
The City’s Minimum Housing Office is responsible for the implementation of the Rental Housing Code. Office hours are Monday thru Friday from 8 – 9 a.m. and 12:30 – 2 p.m. The office is located on the 3rd floor of the A. P. Midgett Building, 302 E. Colonial Avenue. FMI call 252-337-6674.

Minority & Women's Business Enterprise Program (MWBE)
The Minority and Women’s Business Enterprise (MWBE) program helps to identify qualified minority and women owned firms to participate in city contracting and seeks increased opportunities for those firms to provide goods and services to the City. Municipal Administration Building
The H. Rick Gardner Municipal Administration Building is named for former Mayor H. Rick Gardner. It is located at 306 E. Colonial Avenue and houses the Mayor’s Office, Council Chambers, the City Manager’s Office, the City Clerk’s Office, Customer Service, and Finance.. The main number is 252-338-3981.
