Cellular Towers
The City Manager’s office helps coordinate and assist cellular companies in locating towers on city-owned structures. For more information, call 252-337-6864.

Cemeteries
The Parks and Recreation Department handles the contract for maintenance of all City-owned cemeteries. For more information, call 353-335-1424. A limited number of plots are available for purchase.  This is coordinated by the Customer Service Division. Call 252-338-3981 for more information.

Charles Creek Park Picnic Shelter
Located on Charles Creek, this picnic shelter has restrooms, grills, tables and electricity, along with playground equipment and volleyball courts. This facility is available for picnics, birthday parties, reunions and meetings. For more information, call (252) 335-1424.

Child Safety Seat Inspections
The Elizabeth City Fire Department is an Official Child Passenger Safety Seat location. Seats are checked seven days a week from 9 a.m. until 5 p.m. For more information call 252-337-6623 or 252-333-1045.

City Code

City Council
The City Council meets at 7:00 pm on the second and fourth Monday of each month. All meetings are held in the H. Rick Gardner Municipal Administration Building, 306 E. Colonial Avenue, in Council Chambers, which is located on the second floor. The public is invited and encouraged to attend. CITY HALL
The H. Rick Gardner Municipal Administration Building (City Hall) is named for former Mayor H. Rick Gardner. The building is located at 306 E. Colonial Avenue and houses the Mayor’s Office, the City Manager and administrative staff offices, the City Clerk’s office and the Finance and Customer Service Departments.

City Manager
The City Manager’s office provides administrative leadership to City government, carrying out the policies, programs, ordinances and resolutions approved by City Council; manages municipal services, departments and positions created by City Charter; and informs City Council of the City’s financial condition and future financial needs. Collections
Payment of utility bills and parking tickets may be made at the City’s Customer Service Department on the first floor of the H. Rick Gardner Municipal Administration Building, 306 E. Colonial Avenue. The payment of City taxes and assessments may be made at the office of the Pasquotank County Tax Collector, located across the street from the County Courthouse at 203 E. Main Street.

Elizabeth City and Pasquotank County jointly appoint members to serve on the Elizabeth City-Pasquotank County Community Relations Commission. Community Watch/Crime Watch

In addition to curbside waste pickup service, City residents also support Pasquotank County’s seven convenience sites thru an annual waste fee. Customer Service
Customer service representatives can handle questions or concerns about electric, water and sewer utility bills and arrange for services to be cut on and cut off.
