City-Owned Properties
Occasionally, the City acquires ownership to properties through the foreclosure process as administered by the Pasquotank County Tax Department. The City of Elizabeth City may offer these properties for sale pursuant to a process defined by North Carolina General Statutes.
Process Description:
If the City Council determines that a particular property serves no practical purpose for the City, the Council may classify the property as surplus. Once the property has been declared surplus and a suitable offer has been received, the City Clerk would follow the upset bid process as defined by NCGS § 160A-269, which reads as follows:
