7. Approval of Minutes for the July 11, 2016 Regular Session of the City Council
8. Consent Agenda: (City Manager Recommends Approval of all Items)
(Note: Items “a” through “c” recommended for approval by the Finance Committee during their meeting of August 4, 2016.)
a. Consideration – Call for four (4) separate Public Hearings to be held on Monday, August 22, 2016 at 7:30 p.m. (or as soon thereafter as the agenda allows) in Council Chambers of the Municipal Administration Building, 306 E. Colonial Avenue, to gather citizen input on the following matters:
1. Regarding an application to the North Carolina Department of Commerce Small Cities Community Development Block Grant Program for the Raw Water Transmission Main Project;
2. Regarding an application to the North Carolina Department of Commerce Small Cities Community Development Block Grant Program for the Herrington Road Sewer Infrastructure Project;
3. Regarding the Small Cities Community Development Block Grant Downtown Redevelopment Fund Grant Application for the Southern Hotel building; and
4. To adopt an Ordinance amending the City Code to comply with state law concerning the use of cash as a form of payment.
b. Consideration – Authorization to execute the engagement letter with Carr, Riggs & Ingram, LLC to examine pension census data as required, and adopt a budget ordinance amendment to appropriate $3,500 for this mandated audit.
c. Consideration – Adoption of Budget Ordinance Amendment to appropriate $29,907 for the Phase II Environmental Assessment performed for the Griffin Shipyard property;
d. Consideration – Approval of the request by Sunbury Fields, LLC to subdivide two parcels containing the addresses 811, 813, and 815 Beech Street into three non-conforming parcels pursuant to the subdivision plat completed by E. T. Hyman Surveying, PC dated June 15, 2016 (Deed Info);
e. Consideration – Adoption of resolution incorporating the City’s amended nepotism policy into Section II. RECRUITMENT AND APPOINTMENT of the City’s Personnel Policy Manual;
f. Consideration - Authorize the removal of asphalt in the 100 block of East Fearing Street in conjunction with the Road Street project;
g. Consideration - Authorize a waiver of City Code Article I, Section 58-1 to allow the David’s Tabernacle event as applied for by Mr. Ron J. Ben-Dov to be held at Waterfront Park beginning at 7:00 a.m. on Friday, October 21, 2016 and ending at 11:00 p.m. on Saturday, October 22, 2016;
h. Information Requested by Councilman Stimatz – Charter Provision for Tax Collector;
9. Public Hearings: (to begin at 7:30 p.m.)
a. Hold a Public Hearing to obtain citizen comment for North Carolina Department of Commerce Small Cities Community Development Block Grant Infrastructure Funding for possible water and sewer applications.
b. Hold a Public Hearing regarding submission of a CAMA Access Grant Application for the proposed purchased of the Griffin Shipyard Property, 722 Riverside Avenue.
10. Regular Agenda:
a. Consideration – Reappointment of Ms. Jacqueline Latson to serve an additional two-year term representing the Fourth Ward on the Storm Water Advisory Board to expire August 1, 2018. (Requires Motion and Roll Call vote).
b. Consideration – Appointment of Ms. Angela Welsh to serve a two year term representing the Third Ward on the Storm Water Advisory Board to expire August 1, 2018. (Requires Motion and Roll Call vote).
c. Discussion/Consideration – Cost to Post Speed Limit Signs on City Streets.
d. Discussion/Consideration – Citizen Satisfaction Survey.
e. Discussion/Consideration – Amendment to City of Elizabeth City Personnel Policy Manual to insert Internship Program Policy.
f. Discussion/Consideration – Re-codification of City of Elizabeth City Code of Ordinances
