Attic Insulation Rebate Program
The City Council of Elizabeth City adopted an attic insulation "rebate" policy on November 28, 2005. This program was amended on September 28, 2009 to be available to any residential customer that is served by the City's electrical distribution system. It is intended to assist customers with improving the energy efficiency of their residence, by offering a $250 rebate for upgrading attic insulation in existing homes.
To qualify for a $250 rebate, the following criteria shall be complied with:
- Purchase a $50 insulation permit from the Minimum Housing Office.
- Install and/or add insulation in your attic equivalent to an R 30 insulation value.
- Complete the rebate application located below.
- Return the completed application "and receipts" for the labor and/or materials used to the Minimum Housing Office in order to schedule a minimum housing inspection. (NOTE: The applicant is required to provide a ladder for this inspection.)
Once the installation has been inspected and approved, the City will mail the applicant a $250 rebate.
General Reminders
If using insulation with a vapor barrier, the vapor barrier shall abut the conditioned space ceiling. If using blown or sprayed fiberglass or cellulose insulation, the thickness of the insulation shall be recorded on measuring markers (with min. 1" numbers). A marker shall be installed for every 300 sq. ft. of attic space & face the attic access opening. Insulation shall also be fastened to any removable attic access cover.
