  • Application form to initiate utility services with the City of Elizabeth City.
  • File Guarantor Agreement
    This agreement is taken in lieu of the required deposit from the applicant by the guarantor on behalf of the applicant.
  • Equal Payment Plan Agreement
    Agreement made between the customer and the City of Elizabeth City regarding equalizing payment of the customer's electric bill.

  • Business Registration - Special Permits
