The City of Elizabeth City strives to provide its citizens a quality environment in a friendly and professional manner by providing services at a reasonable cost, improving citizen communications, encouraging employee excellence and promoting economic opportunities. A brief overview of each department follows. More detailed information may be obtained from each department's sub-section.
The City Manager provides the organizational leadership necessary to ensure the efficient and effective delivery of City services to the citizens of Elizabeth City. As chief administrative officer for the City, the manager is directly responsible for implementing the policies and directives of the City Council. All City departments heads report to the manager. The City Clerk prepares the agenda for Council meetings and records the proceedings of each meeting. The Clerk is also the custodian of all permanent City records and keeps track of appointments and terms for boards and commissions. Phone - (252)337-6955
The Electric Department takes care of the City's electric distribution lines, installs new service, maintains streetlights, answers service trouble calls and responds to power outages. Phone - (252)337-6870
The Finance Department is responsible for all the City's accounting activities, utility billing and collection, purchasing, customer service and data processing activities. Phone - (252)337-6861
The Fire Department protects life and property from fire, educates the public in fire safety and enforces the fire code. Phone - (252)338-3913
Geographic Information Systems creates web based maps providing a variety of information such as zoning, tax maps, etc.
Human Resources is responsible for the employee hiring process, employee benefits, payroll, employee relations and assists management with the recruiting process. Risk Management is a division of Human Resources. Phone - (252)335-2499
The Inspections Department issues permits and handles inspections for buildings, mechanical projects, electrical projects and plumbing projects. The department also enforces the minimum housing code. Phone - (252)337-6672
Parks and Recreation provides numerous recreational activities for the citizens. It maintains the City's Par 3 Golf Course, all City parks and athletic fields and the senior and recreation centers. Phone - (252)335-1424
The Planning Department handles zoning, annexation, development plan reviews, administers the Unified Development Ordinance, and administers Community Development activities. Phone - (252)337-6672
The Police Department protects life and property through enforcement and prevention programs and supports the Neighborhood Crime Watch program through its Community Policing Division. Phone - (252)335-4321
The Public Works Department is responsible for the City's water supply, its sewer system, the maintenance of streets, garbage collection and recycling and maintains the City's fleet of vehicles. Phone - (252)337-6628
