
City Manager Reginald Goodson, Esq.
Reginald "Reggie" Goodson is a seasoned professional with a rich tapestry of experiences spanning more than 30 years. His diverse career has seen him excel in various roles, including City Planner, Assistant City Manager / Planning Director, Town Administrator, Assistant Housing Director, Land Development Administrator and Development Services Director. Reggie's versatility extends beyond urban planning, as he has also served as an Administrative Law Judge for the State of North Carolina. With a background in Law as a practicing attorney, he also bring a strong legal perspective to his portfolio.
Reggie's commitment to public service is evident in his roles, contributing significantly to the development and enhancement of communities across North Carolina.
Reggie served as the Development Services Director for the City of Elizabeth City in North Carolina, where he brought a wealth of experience to guide and shape our thriving and robust community. On October 31st, 2024, the City Council named him the Interim City Manager for Elizabeth City, and he became the permanent City Manager following a unanimous Council vote on February 10, 2025.
Reggie is a member of the North Carolina Bar (2005), the United States District Court for the Eastern District of North Carolina (2019) and the American Institute of Certified Planners (1992). In 2025, he became a member of the International City/County Management Association (ICMA).
He is a graduate of East Carolina University in Greenville, NC (BS Degree, Urban and Regional Planning); Troy State University in Virginia Beach, VA (MPA Degree, Public Administration); and Regent University in Virginia Beach, VA (JD Degree). Reggie and his wife Sharon are the parents of two adult children.
