Chief of Staff
The role of Chief of Staff is one relatively new to the City of Elizabeth City. Created in late 2023 as part of the overall Administration Department, the Chief of Staff provides direct support to the City Manager. This position serves as an advisor in the planning, development and management of City policies, strategic initiatives and special projects assigned by the City Manager.
On December 6, 2023, Monica Cole was appointed as the Chief of Staff. Monica, a native of Long Island, New York, moved to NC at a very early age to live with her grandparents. In 1991, while a student at Elizabeth City State University, Monica got her start with the City as a student intern. On July 29, 1991, Monica begin her permanent employment with the City of Elizabeth City in the Human Resources Department.
Mrs. Cole brings 33 years of experience in the Human Resources profession. She has served the last three years as HR Manager. She is proficient in Local Government Policy and Procedures, serves as a subject matter expert in directing the administrative function of the HR Department, and provides strategic advice to deputy managers while helping cultivate the City’s “employee first” culture.
Monica obtained her Bachelor of Science in Business with a minor in Marketing form Elizabeth City State University and has added several Professional Development certifications to her resume during her time with the City. She loves serving our organization and promoting the values of transparency and respect.
