City Council Ordinances
As creations of the legislature, local governments may act only as permitted by statute. The primary grant of power to local government is found in NCGS 160A (for cities) The statutes invest the governing boards of cities with the power to adopt ordinances that define, regulate, prohibit, or abate "acts, omissions, or conditions detrimental to the health, safety, or welfare of their citizens" and "the peace and dignity" of their jurisdictions. Ordinance authority also allows local governments to to provide the "fixing of boundaries of counties, cities and towns, and other governmental subdivisions." The City Council of the City of Elizabeth City has mandated that anything having the effect of an ordinance (except for routine budget amendments) shall come before the Council as a public hearing. Most ordinances adopted by the City Council are codified into the Elizabeth City Code of Ordinances; however budget amendments, fee schedule modifications, certain grant project companion items, rezonings and amendments to the UDO are not. Although these items are always recorded in the minutes, it may be easier to search for them specifically via this page.
