The City of Elizabeth City is seeking Statements of Qualifications for professional consulting services for one consultant to produce two stand-alone plans that are linked together: the Charles Creek Flooding Mitigation Plan must be able to stand alone, however, the Waterfront Master Plan will include the Charles Creek Flooding Mitigation Plan as a part of the Waterfront Master Plan.

The City of Elizabeth City intends to pre-qualify a limited number of consultants before negotiating a contract for the project. For both plans the selected firm, team, or consultant will be expected to: review previous and related plans, familiarize and document relevant historic background, analyze existing conditions, involve significant stakeholders and the public, and produce easily understood plans with viable implementation strategies and projects.

For the Waterfront Master Plan, the selected firm, team, or consultant will also be expected to: provide a broad economic study as the basis for the implementation strategies and projects, as well as more specific economic analysis of the proposals in the plan. The area of the Waterfront Master Plan is bounded by the Pasquotank River, Knobbs Creek, Poindexter Street, Burgess Street, Water Street, Riverside Ave, and the eastern end of the Elizabeth City (Old) Shipyard property as shown in red on the map below.

Charles Creek Flooding Mitigation Plan

For the Charles Creek Flooding Mitigation Plan the selected firm, team, or consultant will also be expected to: provide an environmental study of the relevant area as the basis for the implementation strategies and projects, as well as an environmental analysis of the proposals in the plan.The area of the Charles Creek Flooding Mitigation Plan is comprised of all the waterfront properties along the Charles Creek from its mouth at the Pasquotank River to the South Road Street/Herrington Road Bridge as shown in yellow on the map below.
